The incident occurred on the westbound side of Interstate 80 in Gary, IN. State Police units were in the process of conducting Project Push, a construction project which required a rolling roadblock across all lanes of Interstate 80. The troopers working this detail began to get calls of a motorist driving on the shoulder, passing traffic, and rapidly approaching the workers that the roadblock was protecting.
When ISP troopers attempted to stop the vehicle, the driver continued to drive on the shoulder. At this point, another trooper deployed a tire deflation device and succeeded in disabling the vehicle on the exit ramp to Grant Avenue. The driver, Ricardo Rivera-Yagnich, 34, of Chicago, Illinois, was taken into custody and then transported for medical clearance. He is charged with Felony Resisting Arrest. The vehicle, a 2014 black Subaru, was towed by Herrera's Towing.
