
Lebanon, IN – On August 18, 2025, around 11:30 a.m., Trooper King was off duty in Lebanon, Indiana, when he observed a 2024 Chevrolet Silverado committing multiple traffic violations and driving recklessly. Trooper King attempted to initiate a traffic stop, but the driver, later identified as 46-year-old Rickey Frank of Elgin, Illinois, failed to stop and fled.
Trooper King pursued Frank in Lebanon before the pursuit continued onto Interstate 65 northbound. Additional officers joined the pursuit as Frank continued northbound on I-65 before exiting at State Road 38. The Silverado went westbound on State Road 38, then turned northbound onto Creasy Lane, and entered a parking lot before returning to city streets.
The Silverado was later located by the Tippecanoe County Sheriff’s Office traveling on Sagamore Parkway towards Schuyler Avenue. Frank then turned eastbound onto Schuyler Avenue before pulling into a fire station lot. While attempting to re-enter Schuyler Avenue, the Silverado struck a Tippecanoe County Sheriff’s Office vehicle before leaving the roadway and colliding with a utility pole. Frank was safely taken into custody a short time later. A juvenile passenger was also located inside the Silverado.
Frank had numerous outstanding warrants for his arrest from multiple Midwest states and Boone County. He is also suspected to have been involved in a theft that occurred in Boone County shortly before the pursuit began. In addition to the warrants, Frank was arrested on the following preliminary charges:

1. Resisting Law Enforcement with a Vehicle – Level 6 Felony
2. Neglect of a Dependent – Level 6 Felony
3. Aggressive Driving – Class A Misdemeanor
4. Criminal Recklessness – Class B Misdemeanor
5. Leaving the Scene of an Accident – Class B Misdemeanor
6. Reckless Driving – Class C Misdemeanor
Troopers were assisted by the Tippecanoe County Sheriff’s Office, Clinton County Sheriff’s Office, Boone County Sheriff’s Office, Lafayette Police Department, West Lafayette Police Department, Purdue Police Department, Lafayette Fire Department, Tippecanoe County EMS, Indiana Department of Child Services, Duke Energy, and Jim’s Garage.
All suspects are presumed innocent until proven guilty in a court of law.
