The Indiana Department of Administration (IDOA) is pleased to announce that the Indiana Small Business Program (INSBP) has officially launched.
The INSBP is designed to promote and facilitate the participation of Indiana small businesses in state procurement, both as prime contractors and subcontractors.

To become certified under the INSBP, a business must generate no more than $10 million in annual gross receipts (taken as an average over the last two years) and meet at least one of the following criteria:
- Be registered as a domestic business with the Indiana Secretary of State.
- Pay a majority of its payroll, in dollar volume, to Indiana residents.
- Employ Indiana residents as a majority of its employees.
- Make significant capital investments in Indiana.
Vendors with an existing Bidder Registration Number should go to IDOA’s Supplier Portal and log in to their profile. Once logged in, select “Bidder Profile,” navigate to “Identifications,” and answer “Yes” when asked whether you are interested in the Indiana Small Business Program.
Program certification does not guarantee a state contract. Businesses should review each solicitation carefully for applicable requirements.
Visit the IDOA homepage for more information. Select the menu drop down and click on "IDOA Business Programs" for complete application requirements and program guidance.
