
Lowell District- Indiana State Police Superintendent Douglas G. Carter has announced the promotion of Senior Trooper Justin Heflin to the rank of Sergeant. In his new role, Sergeant Heflin will serve as a squad leader at the Lowell District. His promotion followed a competitive process that included a written test, an oral interview, and a comprehensive evaluation of his work performance.
Sergeant Heflin is a native of Michigan City, Indiana, graduating from Michigan City High School in 2003. After high school, he joined the United States Marines Corps. As a Marine, he became an Explosive Ordnance Disposal Technician and was deployed twice to Afghanistan during 2009-2011. He left the Marines as a Staff Sergeant in 2012.
After leaving the military, he was an apprentice for the IBEW Local 531 before being accepted into the 73rd Recruit Academy with the Indiana State Police in 2013. While with the Indiana State Police, Sergeant Heflin has been involved in investigations in both the Lowell and Lafayette Districts. In 2018, he transferred to the Commercial Vehicle Enforcement Division (CVED) where he was assigned as a Motor Carrier Trooper until his promotion to Sergeant. He has been a member of the ISP Bomb Squad since 2016 and in 2023 he received a life-saving award.
