Lowell Sergeant Promoted to Assistant District Commander at the Lowell Post

Indiana State Police Superintendent Douglas G. Carter announced the promotion of Sergeant Cecil D. Parcel to the rank of First Sergeant.  First Sergeant Parcel will assume the position of the Lowell Assistant District Commander. First Sergeant Parcel has served as a Lowell sergeant for the previous 16 years. First Sergeant Parcel underwent a rigorous promotion process, including a comprehensive written test, oral interview, and thorough assessment of his overall work performance.

First Sergeant Parcel is a native of Pulaski County, IN, and graduated from Winamac Community High School in 1987. In 1989, he obtained an associate degree in Law Enforcement from Vincennes University.  First Sergeant Parcel later went on to graduate from Calumet College of St. Joseph’s and received a bachelor’s degree in public safety management, in 2010.

In December of 1993, First Sergeant Parcel graduated from the 50th Indiana State Police Recruit Academy and was assigned to the Lowell District where he patrolled Newton and Jasper Counties.  In 2000, he was promoted to corporal and served as a district duty officer for the Lowell Post.  In 2008, he was promoted to sergeant and currently serves in that position as a district squad leader.

During First Sergeant Parcel’s 30-year career, he has served as a grenadier on the Tactical Intervention Platoon. He has also been a Crash Reconstructionist, Field Training Officer, First Responder/First Aid Instructor and an Unarmed Response to an Active Shooter Incident Instructor.

First Sergeant Parcel and his wife Michelle currently reside in Jasper County.  They have a son, D.J., and daughter, Erika.
