
The Indiana Department of Transportation (INDOT) announced today that an Apparent Selected Proposer has been identified for the Level Up 31 project. Level Up 31 is the first Construction Manager General Contractor (CMGC) procurement in the State.
Rieth-Riley Construction Co., Inc. is the Apparent Selected Proposer for the Project. INDOT anticipates completing negotiations and executing a CMGC agreement by August 15, 2024 (per Section 1.5 of the RFP).
The CMGC delivery method includes two project phases, the preconstruction phase, and the construction phase. More information about CMGC and other alternative delivery methods can be found on the INDOT Alternative Delivery webpage.
Level Up 31 includes the interchange modification for I-465 and US 31 in Hamilton County (Des. No. 2002530, Contract: R-43713). Additional information about the project is available at www.LevelUp31.com.


INDOT began using Design-Build in the 1990s. The authority to add Progressive Design-Build (PDB) and Construction Manager-General Contractor (CMGC) was passed in July 2023 by the Indiana General Assembly for a five-year pilot and will further improve INDOT’s commitment to deliver the Statewide Transportation Improvement Program (STIP)
