
The Indiana Department of Transportation (INDOT) is providing advance notice for the procurement of the 80/94 FlexRoad project (Des. No. 1901643, 2300271 & 2301132, Contract: T-42591) using the Construction Manager General Contractor (CMGC) delivery method.
The project includes the implementation of Transportation Systems Management and Operations (TSMO) strategies to maximize the safety and efficiency of the existing I-80/I-94 Corridor (Borman Expressway) spanning from the I-65 intersection in Indiana to the IL-394 intersection in Illinois. INDOT anticipates beginning the procurement by issuing a Request for Proposals (RFP) by this fall.
CMGC is a delivery method in which design and construction are delivered under two separate agreements with the Department, one agreement with a professional services consultant (designer) and one agreement with a construction manager general contractor (CMGC). The CMGC agreement is a two-phase agreement with the Department consisting of a Preconstruction Phase and a Construction Phase. A qualifications-based selection process will be used to award the CMGC contract. Selection will be based on INDOT’s evaluation of proposals and interviews.

INDOT began using Design-Build in the 1990s. The authority to add Progressive Design-Build (PDB) and Construction Manager-General Contractor (CMGC) was passed in July 2023 by the Indiana General Assembly for a five-year pilot and will further improve INDOT’s commitment to deliver the Statewide Transportation Improvement Program (STIP)
