When the RFP item for the Supportive Services for INDOT's Disadvantaged Business Enterprise Program is formally advertised, firms interested in submitting a Letter of Interest (LOI) to provide these services must, without any exceptions, submit their LOI and any other required .pdf documents online through INDOT's Professional Services Contract System (PSCS) Portal. If interested firms do not currently have access to INDOT's PSCS Portal through ITAP and are not currently registered with INDOT Consultant Prequalification, interested firms should complete the ITAP Business Enrollment Form as soon as possible and prior to advertisement of the RFP item. It is strongly advised; potential interested respondents have access to the INDOT PSCS Portal through ITAP prior to formal advertisement of this RFP item or potential interested respondents may risk not registering and loading their LOIs before the advertised RFP due date and time.
When enrolling a new business, interested firms must enroll as a "Consultant" business type to submit an LOI for this upcoming RFP item. Note: The legal name of the firm must be used when enrolling in ITAP. Doing Business As (DBA) names are not to be used.

Once an interested firm has successfully enrolled with ITAP as a "Consultant", received an ITAP user name and established a password, interested firms are required to complete Initial Business Registration in the Professional Services Contracting System (PSCS). Initial Business Registrations will be considered in the order received. INDOT attempts to process Initial Business Registrations within five (5) calendar days of receipt, but it is encouraged to start the process as soon as possible and prior to advertisement of the RFP. Initial Business Registrations submitted less than five (5) calendar days prior to the closing of the RFP will not be processed prior to closing.
Approved registrations for interested firms will automatically receive access to the Letter of Interest System (LOIS) application for this RFP item that does not require prequalification.
